I never met any that'd drink a whole bottle of water and someone be like <<Oh hey, can I have a sip of your water?>> Who in their right state of mind say <<Oh man sorry its dry>>. Not the people I know.

Not gonna sit here while you basically be a giant d*ck to Charre, satire is made for comedy, not mockery aside from a few certain tv shows and low swings The people you know must clearly be very blind, if there's nothing in there, they shouldn't ask for water from the empty container. If you act like this to them, who do you know? 
I do agree with him too. If liquid is present, it and the surrounding surface area is wet due to the liquid molecules having some impact ever so small. The absence of said liquid, would make the container and the surrounding molecules also "dry".
