How come at 2:43-2:45 your shots hit but reticle isnt aligned on body 
Now lag could be a factor...
but the particular skin your using seems to be more of the mis-alignment

I dont know but I recorded some videos from LAN against bots for the TT devs where I HS bots without my reticle being on them. They tell me it's because I record at 30 fps while vsyncing (for demonstration) at 60 fps. the video is on my youtube too 100% I'm hs'ing bots without my reticle being on them. A few days ago I did it twice within a second in between both shots. Other people like geko get the same thing where shots hit when reticle isn't on them or shots miss when reticle is red.

I can't convince TT devs that something is wrong even with those videos lol...

I'm using stock reticle though. You mean clear scope?

if you look at the video there are ton of times where i body shoot manny with my reticle being just behind his body.
