Hi,

 

You have some type of AntiVirus or AntiMalware program blocking IRC connections.  If rencorner has it setup you can use alternate ports.

 

Or if you disable your AV/Antimalware

 

For instance Malywarebytes has a "block malicious websites" setting, this usually blocks irc connections on the standard ports.
