Player 'You' Abusing !noob command

Everytime without fail I am ingame and kill him he uses '!noob Mikey noob' and i'm not the only person he does this on. I left it at first because it didn't bother me but now every single time i'm ingame he does it, starting to get annoying. Can he not be shunned?

I already had this problem with him, he said he got it and wont abuse again... It seems he forgot our little discussion.
