Pay-Pal Error for donation

I use Vanilla prepaid cards for online shopping. I wanted to donate some of the leftover balances I have from Christmas, to the server. A couple cards have like 8 bucks on them, which wouldn't be useful to me to make an online purchase- so I figured I may as well throw it into the pot. 

I keep getting this error at the end of the Pay-Pal menus.

Pay-Pal works out the conversion rate for CDN and USD. I know I have at least $5-USD on the card, donations of less than $5-USD are not allowed. So I'm kind of stumped as to why I'm getting this error, if the donation I'm trying to send is within the minimum amount required, and the card has that money on it. Pay-Pal even shows me the amount I'm donating in Canadian Dollars, I know I'm not just messing up the conversion rate. 

I'm aware some services don't accept pre-paid cards, I imagine either that or the fact I'm donating in Canadian Dollars might be the issue. 

It's not a significant amount I'm trying to donate, so I'm not too worried... but figured this would be a good way to use the leftover balances on my pre-paid cards that I often accumulate.

Maybe some technical issues due holidays. I also had massive delays these days. Maybe u should contact paypal support if its not related to RC.
