Problems with new build

So I recently put together a new computer build and it seemed like it was running fine, I installed my drivers etc and even played a few games.   What started to happen is the Windows logo upon startup froze either a black screen or a dot of color that ends up making the color logo.  I tried restarting a few times and sometimes I could get to the desktop and run everything normally, but every time I'd shut down and boot up I would run into the same problem.   I tried a fresh install to see if I was having problems with Windows updates causing compatibility problems but what happens now is I get a blue screen that flashes for a split second and ends up trying to reboot, which ends up in a endless loop.  The blue screen says check for viruses on your computer remove any newly installed hard drives or hard drive controllers, this happened on a fresh install. I'm using a SSD and a 2TB WD HD.   I've tried to use just one hard drive and do a fresh install but both gives the same results.  Is it possible both hard drives are junk?

 

If anyone has any suggestions it would be much appreciated.

Do you have "halt on errors" in your bios checked?  You mentioned a blue screen flashing by.  Is your bios up to date?
