IRC Time Stamp Problem

I'm not sure when this started happening, however I know it wasn't always this way. For whatever reason, the time stamps I have are accurate with my time of my computer when I type something, but it comes up showing a timestamp of 40 seconds in the past when the bot says something. Is there a solution to this?
